Yet, they are needed by small companies, decision-makers, administrative staff, and future citizen developers to create fully digitized public services with No-Code/Low-Code platforms and to keep them semi-automatically up to date with changing legal texts. We describe how formal descriptions of processes, data fields, decisions are derived from analyzing legal texts for the service to be digitized and are supplemented by semantic annotations and links to standards, creating innovative services.
