A good water resource plan will ensure a long-term balance between supply and demand. In this paper we present a scalable, repeatable and transparent model for finding efficient demand reduction solutions given a large number of demand reducing options and small planning regions. This model is being developed for application in UK water utilities for demand side water resource planning to aid results presented to Ofwat, the UK Water regulator, as part of multi-billion-pound long term investment plans.
